John Jinapor: All MDAs must budget for and pay electricity bills

The Minister of Energy and Green Transition, John Jinapor, has revealed that all Ministries, Departments, and Agencies (MDAs) will now be required to include electricity expenses in their annual budgets. This new directive aims to encourage accountability and efficient energy use across government institutions.

 

During a session with the Energy Committee and stakeholders from the power sector on Thursday, May 15, Jinapor highlighted the importance of this policy shift, stressing that while the measure applies to all MDAs, certain essential services will be exempted from payment. “All MDAs are supposed to pay for their electricity bills. They have to budget for it. These include the health sector, education, security agencies, and the presidency,” he stated.

 

Jinapor also detailed which specific areas within these sectors would be exempted. “Even with that, in the health sector, it is the laboratories, theatres, and wards that will be exempted,” he said. “In the educational sector, dormitories and restaurants are not included; it is just the lecture halls. We have classified these, and parliament is approving, so we can publish them.”

 

Meanwhile, the Ministry is facing an urgent challenge with power generation, as current liquid fuel reserves are critically low. Jinapor disclosed that the Ministry is seeking GHS 1.1 billion to purchase more fuel, noting that the available stock can only sustain operations for 2.6 days.

 

This announcement underscores the Ministry’s dual focus on fiscal responsibility and energy sustainability as it works to address both structural and immediate challenges in Ghana’s power sector.
