President John Dramani Mahama has revealed plans to decentralise Ghana’s national sanitation budget, giving districts full control over managing their sanitation systems. The move is intended to ensure greater local accountability and efficiency in addressing sanitation challenges across the country.
Speaking at a durbar at the Old Ghanata Astroturf in Dodowa on Friday, May 16, as part of his ongoing “Thank You Tour,” the President explained that Cabinet will soon convene to consider the proposal.
> “Cabinet will soon meet on a decentralisation of the sanitation budget and make every district responsible for its own sanitation,” President Mahama announced.
Once approved, the policy will make Metropolitan, Municipal, and District Chief Executives (MMDCEs) directly responsible for sanitation outcomes in their jurisdictions. The President made it clear that their performance in this area will be closely monitored and used as a key metric for their continued tenure in office.
> “Cleanliness will become one of the key performance indicators for measuring the performance of MMDCEs and will determine whether they will remain in office or be removed,” he said.
In addition to the budget reforms, President Mahama announced the reintroduction of the National Sanitation Day programme. This time, he said, the initiative will not be merely symbolic but will have legal backing, dedicated funding, and broad-based support.
> “We will begin to observe the National Sanitation Day programme every month. This will be a monthly exercise involving all Ghanaians. This time it will not be a symbolic event, it will be legally backed, properly funded, and it will be operationalised through partnerships with local assemblies and private sector providers,” he stated.
